“Canadian provincial invitation and invitation under the federal system is now focusing on the skilled-based draws which will make several aspirants eligible despite having fewer points under CRS. They need skilled immigrants who can give a boost to their economy. Simply put, they are concentrating on the quality of immigrants under the new draw system,” VISHAL SHAH, OM consultant, says, adding that no doubt the Express Entry was available under the Canadian federal system as well as the provisional system earlier too, but now Canada is making some changes in the draw system which would be occupation-based.

OM INTERNATIONAL INFORMS THAT EMPLOYMENT AND SOCIAL DEVELOPMENT CANADA (ESDC) EXPANDED THE LIST OF ELIGIBLE OCCUPATIONS IN THE GLOBAL TALENT STREAM (GTS).

ESDC is a government department that works to support Canada’s labour force and has oversight over many immigration matters, including the issuance of Labour Market Internal Assessments (LMIAs) and the GTS.

GTS is a work permit program with expedited processing designed to assist Canadian employers in hiring foreign skilled workers in the technology sector.

Employers who want to hire a foreign skilled worker for one of 17 in-demand professions can apply for and receive a work permit under the GTS.

New Engineering Positions: Previously at 12 positions, the list of eligible occupations has now expanded to 17 with the addition of five engineering roles. These are:

Civil Engineers (NOC code 21300);

Electrical and electronics engineer (NOC code 21310);

Mining engineers (NOC code 21330);

Aerospace engineers (NOC code 21390); and

Computer engineers (except software engineers and designers, NOC code 21311).

Reason for the expansion: The list of eligible occupations for the GTS changes according to Canada’s labour market needs. This has resulted in the inclusion of these five new positions which addresses the country’s labour shortages. Engineers in Nigeria can again take advantage of this opportunity Canada provides.

This year has also seen a growing trend of specific professions for immigration that directly addresses Canada’s labour market needs. Among these measures are:

  • The launch of the New Brunswick Critical Worker Pilot (NBCWP), which collaborates with six employers to directly address the province’s labour needs.
  • The removal of barriers to permanent residence for physicians applying through Express Entry (due to historic shortages of healthcare workers)
  • The passage of Bill C-19 gives the immigration minister the authority to create groups in the Express Entry pool (based on policy needs such as in-demand positions) and issue invitations to apply (ITAs) to these groups. As a result, Express Entry will most likely target more occupations in 2023.
  • It seems likely that Canada will continue to address its economic needs in a much more targeted manner given the country’s ongoing high labour shortages and growing retiree population. As a result, the government is utilizing immigration to meet its in-demand labour needs.

CANADA SEES AN INCREASE IN AVERAGE HOURLY WAGES, AS JOB VACANCIES SHOW A SURGE AS SEEN BY OM INTERNATIONALS

Canada’s Q3 job vacancy report suggests a productive hiring climate.

Statistics Canada’s job vacancy report for the third quarter of 2022 (Q3) reflects a trend seen throughout the year, suggesting a productive hiring climate Canada continues to face labor shortages, as employers looked to fill close to a million (959,600) job vacancies.


A job is defined as vacant if:

  • A specific position exists;
  • Work could start within 30 days; and
  • The employer is actively looking for workers from outside the organization to fill the position.
Average wages increase as employers look to attract more workers

Faced with a tight labor market, and increased difficulty hiring, many employers have looked to increase the offered wages of vacant positions.

Compared with the same quarter a year earlier, the average offered hourly wage increased by 7.5% to $24.20 per hour.

Some in-demand occupation categories experienced increases in offered wages even higher than the national average, including:

  • Middle management in trades, transportation, production, and utilities (+10.8% to $41.40 an hour);
  • Assisting occupations in support of health services (+10.7% to $22.45 an hour);
  • Assemblers in manufacturing (+10.4% to 20.05 an hour); and
  • Processing and manufacturing machine operators and related production workers (+10.2% to $20.02 an hour).
Which sectors have high job vacancies in Canada? 
Most notably, Canada reached a new record high of job vacancies in the healthcare and social assistance sector. Over 150,100 positions were unfilled in the third quarter of 2022.
The demand for more healthcare workers has been persistent since the start of the COVID-19 pandemic; Immigration Refugees and Citizenship Canada (IRCC) has responded by removing barriers to permanent residence for physicians and investing millions into streamlining accreditation of foreign-educated healthcare professionals—as Canada looks to address this historic labor shortage.
Other industries that saw a notable number of vacancies included:
  • Accommodation and food services, with 140,000 job vacancies;
  • Construction, which saw its own historic high of 81,000 vacant positions; and
  • Professional scientific and technical services with 63,100 job vacancies.

Which provinces have the most job vacancies?

Though job vacancies remain high across Canada, certain provinces have had more growth in the number of open positions than others in Q3.

Manitoba and Saskatchewan both saw an increase in job vacancies in Q3 of 10.7% and 7.5% respectively. The considerable percentage increase from quarter to quarter is again telling of the need for labor.

Simultaneously, Quebec, Ontario, and British Columbia all saw decreases in the number of job vacancies as compared to the second quarter of 2022. Despite this decrease job vacancies continue to be high across Canada:

  • British Columbia: 155,400 vacancies;
  • Manitoba: 32,400 vacancies;
  • Ontario: 364,000 vacancies;
  • Quebec: 232,400 vacancies;
  • Saskatchewan: 24,300 vacancies;
  • Alberta: 103,380 vacancies*;
  • New Brunswick: 16,430 vacancies*;
  • Newfoundland and Labrador: 8,185 vacancies*;
  • Northwest Territories: 1,820 vacancies*;
  • Nova Scotia: 22,960 vacancies*;
  • Nunavut: 405 vacancies*; and
  • Prince Edward Island: 4,090 vacancies*;
  • Yukon: 1,720 vacancies.

OM INTERNATIONAL HAS THE GREATEST NEWS ABOUT TARGET OCCUPATIONS IN EXPRESS ENTRY DRAWS STARTING IN 2023

Canada is preparing to change how Express Entry candidates are selected in the first quarter of 2023 and beyond.


However, Starting in 2023, Immigration, Refugees and Citizenship Canada (IRCC) will use new authorities to hold Express Entry draws that invite candidates based on specific attributes rather than their overall CRS score.

The expected changes to Express Entry were made possible by Bill C-19 which received Royal Assent or passed in both houses of parliament, on June 23. Under the Bill, the immigration minister has the authority to invite candidates with any in-demand skills or abilities.

Immigration Minister Sean Fraser told CIC News in an interview last June that the changes to Express Entry would help Canada select immigrants who are already primed for economic success.

The minister said although Express Entry already gives Canada a competitive advantage, there is room for improvement. “Where [the Express Entry system] could be improved is at present if there are particular challenges that your economy is facing, it might be facing in the long term. We don’t have the ability to tailor the invitations to apply to the Express Entry system to meet those in-demand skills or qualifications,” Fraser said.

Om visas say that the Bill will allow Canada to invite Express Entry candidates on a new basis, one that would support an economic goal identified by the minister.

Who will be invited?

There is no confirmed date on which candidates would receive invitations to apply (ITAs) in targeted draws. The minister said he would be consulting with provinces, business councils, and other stakeholders to best evaluate which candidates to target.

The minister’s new authority means that it will now be possible to invite Express Entry candidates based on the most pressing economic needs and urgent labor shortages.

Om Visas give an example, healthcare is seen as one of the most pressing occupational categories. In October, the job vacancy rate within the sector stood at 6%. The government has been taking measures to fill jobs in the industry, such as removing some barriers for internationally trained physicians who are already in Canada and the more recently announced Foreign Credential Recognition Program. Still, it is plausible that future Express Entry draws may target only candidates with backgrounds in healthcare professions to fill vacant positions at a faster rate.

Why is the system changing?

Canada is currently undergoing a labor shortage due to an aging population and low birth rate. It is expected that nine million Canadians will reach the retirement age of 65 by 2030, and there are not enough younger Canadians to fill their positions, leading to a high number of job vacancies that will be difficult to fill. Canada relies on immigration to maintain its workforce and keep the economy strong.

To help maintain and grow the workforce, the immigration levels plan 2023-2025 targets admissions of up to 500,000 new permanent residents per year by 2025. Of these, over 110,000 will be admitted through Express Entry programs.

How does Express Entry work?

The Express Entry application management system endeavors to streamline processing for skilled workers who apply under three economic immigration programs; the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

Since the Express Entry application management system came into effect in January 2015, candidates have been selected to receive ITAs exclusively based on their score within the Comprehensive Ranking System (CRS).

Under the CRS, candidates are evaluated on several factors such as work experience, education or language ability, and other human capital factors such as their age or if they have family already living in Canada. Each factor is assigned points and the candidates with the most overall points have the highest CRS scores and are therefore more likely to receive an ITA in an Express Entry draw.

With targeted draws, IRCC would still require that candidates meet eligibility criteria for an Express Entry program. However, a candidate’s CRS score would not be the deciding factor in receiving an ITA. The draws could be tailored to candidates who had specific work experience, education, or language abilities.

OM INTERNATIONAL GIVE INFORMATION ON FOUR PROVINCES ISSUE INVITES FOR PROVINCIAL PROGRAMS

Canada Immigration: Receiving a provincial nomination can be advantageous for gaining permanent residency in Canada.


British Columbia, Quebec, Manitoba, and Prince Edward Island have issued invitations for candidates to apply through provincial immigration programs (PNPs) this week, CIC news reported. Most Canadian provinces and territories (except Quebec and Nunavut) operate their own PNPs through which interested candidates may be invited to apply for provincial nomination. Receiving a provincial nomination can be advantageous for gaining permanent residency in Canada.

Here are details about the four provinces which have issued invitations for PNPs:

Quebec: The province invited 998 skilled workers to apply for permanent selection on November 24 and an additional 513 on December 1. Though the draw on November 24 did not target specific NOCs, the December 1 draw had specific NOCs in place. CIC reported. Those invited to apply for permanent selection by Quebec have a maximum of 60 days to submit their application and pay processing fees.

British Columbia: On 6 December, over 188 candidates were invited to apply for provincial nomination. Of these, 144 candidates were in a targeted tech draw. The invitations were issued to candidates in the skilled worker and international graduates categories but it also included express entry candidates. Candidates in the tech drawing had minimum SIRS scores of 95.

Manitoba: A total of 305 candidates were invited under the Manitoba Provincial Nomination Program. Skilled workers in Manitoba were issued 206 invitations with a minimum score of 775 while skilled workers overseas were issued 43 invitations with a minimum score of 673. The international education stream issued 56 invitations with no score requirement.

Prince Edward Island: A total of 69 candidates were invited through the labor and express entry streams on December 1. With this, Prince Edward Island invited 1,721 candidates so far in 2022.
